The turnaround Quality Manager has overall responsibility for implementation of the Quality processes during the turnaround.
The Quality Manager’s responsibilities include:
- Establish, implement, coordinate and successfully complete the TA Quality processes, ensure that they are compatible with existing site Quality Programs and approved by the TA Steering Team.
- Work with TA Manager to assign personnel to the TA Quality Team.
- Safety – ensure the Quality Team meets / exceeds the EH&S Plan for the TA. Quality Team to have a goal of ZERO EH&S issues in the TA.
- Work with Contractors to review their QC Program for TA Work.
- Establish and report on the key quality metrics such as progress on QC Plans, QC/RTO process, etc.
- Provide assistance to Maintenance, Operations, Projects and Contractors on quality issues as required throughout the Turnaround
- Ensure inspections are performed and documentation details the activity. This may include but is not limited to the following; – Material conformance, Joint fit-up, installations are level and square, Verification of tool calibration ( torque wrenches, gauges), Valves and Instruments correctly oriented, flange faces & sealing surfaces are clean & free from injurious defects, Gaskets, bolts and washers as per spec and installed correctly.
- Ensure appropriate follow-up and documentation of deficiencies/non-conformances.
- Input to detailed job plans and TA Schedule during scheduled reviews. Focusing on the QC Program.
- Work with TA Leadership Team to set up training sessions for the TA resources which have been identified as a need to improve the TA efficiency (Flg. Assembly, EMETL specs, etc.).
- Work with lead planners to create and approve RTO Checklists for Millwrights, Pipefitters, Boilermakers, Instrumentation and Electrical Trades to be used in the turnaround.
- Work with Quality team to set up a log book and efficient shift transfer communication process.
- Work with TA leadership to provide office space for the Quality Team.
- Fully participate in the TA EH&S program.
- Follow up the quality of workmanship and safety throughout the shutdown jobs for commissioning and operations.
- Spend 50% of the work day in the field, completing quality related work.
- Follow up on all quality issues and responsibilities for resolving the issues in a timely manner so as not to extend the TA schedule.
- Report on the QA/QC progress for the daily work to enable adjustments to the TA schedule when needed. Attend the scheduling meetings.
- Ensure jobs are done safely and intervene when items need to be checked.

- Understanding of Site EH&S Policies, Standards and the TA Safety Program.
- Ability to work with and lead a team.
- Communications skills: written, verbal, etc.
- Analytical skills, analyzing and interpretation of data and the ability to summarize.
- At least 5 years of experience in the manufacturing industry. QA/QC experience is an asset.
- Knowledge and experience with quality management concepts and tools.
- Ability to interpret drawings and P&ID’s.
- Basic knowledge and understanding of GTWP. Turnaround processes.
- Basic knowledge of Dow workstation programs such as, TEAMS, Word, Access, Excel, & Power Point.
